The Drug Enforcement Agency (DEA) officials introduced Operation Cyber Juice, a multi-agency collaboration law enforcement action targeting every level of the global underground anabolic steroids and other performance-enhancing drugs. Its vision is to utilize law enforcement, anti-doping resources, and intelligence to further their respective efforts.

Following more than 30 investigations in 20 states, Operation Cyber Juice has led to the arrest of more than 90 individuals, the seizure of 16 underground steroid labs; approximately 134,000 steroid dosage units; 636kg of raw steroid powder; 8,200L of raw steroid injectable liquid; and over $2 million in U.S. currency and assets.

The DEA and its partners have also aided in foreign investigations in four countries coordinated by Europol. It has been reported that the majority of underground anabolic steroids and performance-enhancing drugs are manufactured and trafficked from underground labs in China. These underground labs often have finished steroid products, raw steroid powder, oils required for steroid conversion to a finished product, conversion kits, and various lab equipment. These products are often obtained through the internet from Chinese chemical manufacturing companies and underground labs.

Companies that illegally operate in the U.S., China, and elsewhere have no concern for product safety and labeling. Products are often mislabeled both intentionally and unintentionally. Federal agents have reported that many of the sized underground steroid labs are unsanitary; a recently seized lab revealed large amounts of raw materials being mixed in bathtubs and bathroom sinks.

Operation Cyber Juice is a joint collaboration among the DEA, Homeland’s Security Investigations (HSI), Interpol, Europol, the U.S. Anti-Doping Agency (USADA), and the World Doping Agency. The DEA and its law enforcement partners will continue to work with the USADA and WADA.

Operation Raw Deal in 2007 addressed raw material manufacturers and suppliers in China and other countries, underground anabolic laboratories in North America, U.S.-based websites distributing materials or conversion kits, and Internet bodybuilding discussion boards on how to illicitly purchase and use performance-enhancing drugs.
